With assistance from the African Development Bank (AfDB) and the World Bank, the Government of Malawi (GoM), is in the process of preparing a detailed project proposal for the Shire Valley Irrigation Project (SVIP) which is intended to be submitted to prospective donors for consideration for investment funding. 

The project is planned to cover 42,500 ha and to benefit 100,000 farm families (or a population of approximately 600,000 people) in Chikwawa and Nsanje. It will be implemented in two phases. 

The development objective of the proposed Shire Valley Irrigation Project (SVIP) is to improve agricultural productivity and production in a sustainable manner leading to economic growth and reduction of rural poverty in the Lower Shire Valley, by establishing market-linked smallholder farming ventures and professionally operated irrigation services.

Project Description:

The programme will encourage the development and refinement of the existing technologies and practices with the intent of modifying them to suit the farmers' conditions and promote them for adoption. In order to facilitate realization of this aspiration, the Ministry of Agriculture is engaging various cooperating partners in designing, initiating and implementing various investment programmes and interventions. SAPP is one development programme designed and aligned to ASWAp to achieve rapid results with visible and tangible beneficiary impacts.

Main Goal/Objective:

The Programme goal is to contribute to poverty reduction and improved food security among the rural population. The specific development objective is to achieve a viable and sustainable smallholder agricultural sector employing good agricultural practices (GAPs). The program’s main emphasis is to enhance agricultural productivity based on simple, affordable GAPs to help bridge the considerable disparity between actual and potential crop yields.

The Government of Malawi is carrying out Project Preparation Activities for the Shire Valley Irrigation Project (SVIP) under the framework of the Green Belt Initiative. The SVIP and other related GBI projects are being implemented to attain objectives of the Malawi Growth and Development Strategy II (MGDS II). The MGDS II is the country’s overarching operational medium-term strategy to attain the nation’s Vision 2020. The MGDS II recognizes Irrigation as one of the key priority areas.

Smallholder Irrigation and Value Addition Project (SIVAP)

Project Description:

 Malawi has been experiencing persistent hunger whenever there is a shortfall of rains despite having lots of bodies of water(lakes, rivers, dams). This five year programme seeks to increase agricultural production and productivity through intensification of irrigation and  crop diversification. It also aims at increasing income from agricultural production through value addition.

 

Main Goal/Objective:

To contribute to food security, increased income levels, and poverty reduction.

 The specific objective is to increase agricultural productivity through                intensification of irrigation, crop diversification, value addition, and capacity building.

Agriculture Sector Wide Approach – Support Project (ASWAp-SP)

Project Description

ASWAp is a prioritized and harmonized agricultural investment framework towards 
the achievement of the Malawi Growth  and  Development Strategy (MDGS), the country’s National Development Strategy.  The 
framework provides a platform for donor support harmonization in  the  agricultural  sector.  In particular, it provides a process through  which  growth  and wealth creation, an objective of the MDGS will be achieved. MGDS II has targeted agriculture as the driver of economic growth and recognizes that developing the sector is one of the pre-requisites for economic growth and wealth creation.  ASWAp, therefore, offers a strategy for supporting priority activities in the agricultural sector with a view to increase agricultural productivity and make Malawi a hunger free nation, enable people access nutritious foods and increase the contribution of agro-processing to economic growth.

 

ASWAp framework has three focus areas; namely:

 

Food Security and Risk Management;

Commercial Agriculture, Agro-processing and Market Development; and

Sustainable Agricultural Land and Water Management.

 

These focus areas are strengthened by two key support service areas namely:

Technology Generation and Dissemination; and

Institutional Strengthening and Capacity Building.

Furthermore, the ASWAp mainstreams HIV/AIDS, and Gender through the cross-cutting window.

 

Main Goal/Objective(s)

The main goal of ASWAp is to improve food security and nutrition, increase agricultural incomes and ensure sustainable use of natural resources.

It seeks to:

·        Ensure food self sufficiency and  promote food diversification for  nutrition  at  household level

·        Ensure  sustainable  food availability at national level

·        Promote agricultural exports for improved balance of trade

·        Promote  commercial production  and  agro-processing for  market   development

·        Promote sustainable a g r i c u l t u r a l   l a n d management

·        Promote sustainable agricultural water management and irrigation  development.
